What is a design principle?

A design principle is the same as a rule of thumb. When you are designing a solution to a problem, there are design principles that will guide you towards your solution. Imagine you have to make a new watch. A design principle could be that there are 24 hours in a day, therefore the watch has to be able to represent all 24 hours in a day.
